PURPOSE: A complex purification process for purifying soil contaminated by heavy metals adapted not to use acid in a chemical extracting process but to use an environment-friendly detergent like a dispersing agent etc. is provided, along with a device thereof. CONSTITUTION: A physical selection process and a chemical extracting process for purifying soil contaminated by heavy metals comprises the steps of: (1) a step of injecting soil contaminated by heavy metals; a first particle selection step (2) of dividing general soil more than the gravel size and heavy metal contained soil less than the gravel size to start the physical selection process; (3) a step of starting the chemical extracting process by injecting and stirring a dispersing agent in the soil contaminated by heavy metal; a magnetic power selection step (4) of separating soil contaminated by heavy metal into heavy metal containing magnetism waste and magnetism waste free soil by using magnetic power; (5) a second particle selection step (5) of separating particle by particle the separated soil more than the fine grained soil size, particulate soil difficult to be purified less than the fine grained soil size, and heavy metal particles; (6) a step of washing the separated soil with water to produce purified soil; and (7) a step of discarding the particulate soil difficult to be purified and heavy metal particles.
