PURPOSE: Rule based control device and method are provided to stably maintain a process by providing comprehensive information for a current process state through process state diagnosis. CONSTITUTION: A data collection unit (100) inputs inflow/outflow water quality data and process operation data. A data pre-processing unit (300) removes a range of the absolute value of each data and pre-processes the each data. A data contraction unit (400) applies a multi-variable analysis technique for the pre-processed data and contracts the pre-processed data. A process diagnosis unit (500) groups the contracted data for deriving a diagnosis result with respect to a current state of process performance. The process diagnosis unit derives a discriminant function and derives a diagnosis result by the discriminant function. A control strategy call unit (600) calls a rule for variation of variables of the process operation data by predetermined simulation experiment according to a group.
