PURPOSE: An integrated authentication management/operation system, a method thereof, and a quasi-public integrated authentication center are provided to reduce the degree of risk according to an authentication process since no individual information which is a burden on a business is required to be kept.;CONSTITUTION: A quasi-public integrated authentication center (100) integrally processes authentication by using a personal anonymity code when a user terminal requires authentication, and returns the result to the user terminal. A first low class authentication center (200) extracts a response code about the basic information which is required for identifying authentication, and informs a quasi-public integral authentication center of the response code.
