PURPOSE: A data transfer device using SLA information, and a method and system thereof are provided to direct a base station to transfer data to a plurality of terminals based on a weighting and average power, thereby transferring data efficiently. CONSTITUTION: A calculation unit calculates a first metric by using each efficiency weighting of a plurality terminals. The calculation unit calculates a second metric by using the average power of each of a plurality of the terminals. A selection unit selects at least one of a plurality of the terminals based on the first and second metrics. The control unit transmits data to the selected terminal. The control unit updates a virtual queue of each of a plurality of the terminals.
