PURPOSE: A method for performing handover in a radio communications system can handover based on a restricted measurement using low-interference radio resource.;CONSTITUTION: UE (user equipment) receives from a source cell a handover command message indicating a handover to a target cell (S1050). The UE handovers with the target cell (S1080). The handover command message includes information of low-interference radio resource to be used within the target cell.
