PURPOSE: A hand-off measurement device at a heterogeneous network and a method thereof are provided to perform wireless cell or hand-off measurement for user equipment (UE) at the heterogeneous network.;CONSTITUTION: A processing module (402) receives a second parameter based on velocity estimation of a user terminal within a heterogeneous network cell. The processing module molds a hand-off decision to a cell base station of an arbitrary cell layer among multiple overlaying cell layers based on the second parameter if a first parameter indicates a call boundary.
