A test and analysis is performed by a target fusion accuracy analytical tool after saving logging data of a target in a saving unit by setting a target fusion distance reference initial value and operating a target fusion test(S420,S421,S422,S423). A specification of a target fusion requirement(Pd) with respect to a target fusion accuracy(Ps) is determined so that the target fusion constant, a range of a distance weight value, distance weight values of distances between a own ship and target are reset(S430,S431,S432,S433).
