PURPOSE: A content aggregation device performing a content polling algorithm based on a network state and a content attribute, and a method thereof are provided to efficiently collect contents by controlling network resources allocated to the contents according to an expected download time and a transcoding time. CONSTITUTION: A parameter identifying unit(203) identifies a parameter related to contents from a CP(contents provider). A content collecting unit(204) collects the contents from the CP based on a content attribute and a network state related to the identified parameter. The network state includes a bandwidth related to the transmission of the contents. The content attribute includes publishing data, a file size, a frame rate, a bit rate, a sampling rate, the height and size of the contents.
