PURPOSE: A rotary marine crane design process and a rotary marine crane manufactured by the same are provided to offer the sufficient reconstitution safety without a ballasting adjustment in a barge portion while rotating in the state of pulling up a cargo by a crane portion. CONSTITUTION: A rotary marine crane design process is as follows. Sizes for major equipments and members of a crane portion is settled to correspond to weight of a cargo(S110). Weight information of the major equipments of a crane portion is distributed and arranged to correspond to a structure of a crane(S120). A structural safety of the crane portion is evaluated through analyzing the crane structure by structure modeling considering acceleration information of the barge portion with respect to waves(S130). A fixed weight of the cargo according to the evaluation result and data related to the crane portion corresponding to the fixed weight are settled(S140). The barge portion is designed by considering the data related to the crane portion(S200).
