PURPOSE: A device for the safety improvement of a passive type emergency core cooling system with a safeguard vessel and a method for heat transfer-function improvement using the same are provided to reduce the amount of discharge through a broken part by reducing the inner temperature and pressure of a reactor vessel with a passive residual heat removal system. CONSTITUTION: A safe protective vessel(20) is designed to surround the outside of a nuclear reactor vessel(11). A safe injection tank(21) is connected with a safe injection nozzle(17) of the reactor vessel through a first safe injection pipe(31). A sump(22) is connected with the safe injection nozzle through a second safe injection pipe(32). A passive residual heat removal system(50) performs a role for removing sensible heat in a nuclear reactor cooling system and residual heat of a core. A pressure suppressing pool(23) is installed in the safe protective vessel.
