PURPOSE: A moment shock testing apparatus using a vacuum water sampler is provided to not only precisely determine the repair property of the deep region but also accurately reflect the repair property analysis of a natural status in a field repair test in the innateness region in an underground oil accumulating facility and a radioactive waste land selecting step, thereby enhancing the usability of the test method, reducing a well head loss, and accurately analyzing the repair property in the innateness region in an open-hole status of the double packer section. CONSTITUTION: A moment shock testing apparatus using a vacuum water sampler in the double packer section is comprised of the followings: a first packer(310) which selectively adheres inside a viewing hole(100); a support stand(200) which supplies the expanded fluid inside the first packer; a second packer(320) which is prepared separately in a constant interval to a lower side of the first packer, and selectively adheres inside the viewing hole; a vacuum water sampler(500) which absorbs the subsurface water of the bottom surface of viewing hole; and a water level measuring instrument(400) which measures the water level at the double packer section which a separated section between the first packer and the second packer. The vacuum water sampler forms the water receiving space inside connected to the lower part of the second packer and prevents the subsurface water of the lower part of the second packer from being flowed in the double packer section by absorbing the subsurface water of the lower part of the second packer into the water receiving space.
