PURPOSE: An optimal route analyzing method with consideration for roads and topography expect the roads is provided to compute and analyze an optimal route of a vehicle by using the roads and the topography except the roads. CONSTITUTION: An optimal route analyzing method with consideration for roads and topography expect the roads comprises: a step for initializing a range of a region for an analysis; a step for constructing a virtual network of lattices by receiving the information of the topography except the roads of a raster lattice file format; a step for defining a source cell for starting the analysis by receiving starting point information of the raster lattice file format or a vector file format; a step for initializing attribute values of lattice cells; a step for calculating costs for moving from the lattice cell under investigation to the adjacent lattice cell with consideration with the topography expect the roads; a step for calculating cost for moving through a road network when the lattice cell under investigation includes a node of the road network; and a step for determining a route movable at minimum costs when considering the road and the topography expect the roads in the lattice cell under investigation.
