PURPOSE: A method for manufacturing a low nickel, low manganese, and high chrome ferritic stainless steel is provided to control a nickel content and a manganese content to be low using a refining process in which a blowing method and a sub-material injection method are improved. CONSTITUTION: A method for manufacturing a low nickel, low manganese, and high chrome ferritic stainless steel include: a step of injecting an existing scrap and ferrochrome in order to manufacture a ferritic stainless molten metal which comprises 1 to 3 wt% of C, 0.1 to 0.5 wt% of Si, 0.1 to 0.4 wt% of Mn, 0.05 to 0.3 wt% of Ni, 22 to 23 wt% of Cr, and remnants Fe and other impurities; a step of refining the molten metal, and then manufacturing molten steel with blowing oxygen to the molten metal at below 60 Nm^3/min; and a step of removing slag from the manufactured molten steel, and then injecting a carbon steel coolant.
