PURPOSE: A layer modulation and demodulation system for ground wave reception in a high definition television is provided to guarantee a minimum data receiving rate in a region having a low signal to noise ratio and a maximum data receiving rate in a region having a high signal to noise ratio. CONSTITUTION: A transmitter(100) includes a layer modulation unit(110), a protection range provider(120), and a protection range integrator(130). The layer modulation unit modulates a transmission signal by layer. The protection range provider provides a protection range for channel estimation. The protection range provider includes a frame by being connected to the layer modulation unit and a protection range insertion unit and inserting a protection range signal into the modulated signal generated in the layer modulation unit. A receiver(200) includes a synchronizer(210), a data separator(230), a channel processor(240), and an N range processor(235). The synchronizer is connected to a reception antenna and synchronizes a reception signal. The data separator is connected to the synchronizer and separates data from a UW range. The channel processor is connected to the data separator, estimates a channel in a frequency domain about a Q range, and compensates the channel in a frequency domain equalizer block. An N range processor is connected to the data separator and processes the signal of an N range.
