PURPOSE: A pipe-arranging apparatus and a method thereof are provided to maintain a stable stop state in a pipe by obtaining a rotary force of a wheel in the stop state by using a worm gear. CONSTITUTION: A pipe-arranging apparatus comprises a reach-road part, a clamp part, a moving part, a power pack, a wireless signal receiving part, a battery(53), and a control part. The clamp part comprises a housing and two clamps which circumference parts of two pipes with each other by operation of a hydraulic cylinder in the housing. The power pack generates pneumatic pressure for operating the pneumatic cylinder and receives control signals transmitted from outside. The battery supplies power from inside of the pipe. The control part transfers the clamp par up and down according to the received signal from the wireless signal receiving part and operates the inner clamp and the back clamp.
