PURPOSE: An access control device for an SCADA(Supervisory Control And Data Acquisition) system and an access control method thereof are provided to prevent malfunction due to the inexperience of an operator by preventing access to resources for illegal users. CONSTITUTION: A database engine unit(110) receives a device control message from a user. An access control connecting unit(120) converts the device control message transmitted to the database engine unit into a standardized format. An access control unit(130) determines an access right for a message including the standardized format converted into the access control connecting unit. When the access control unit is permitted to access, the database engine unit transmits the device control message to an FEP(Front End Processor).
