A device and a method for managing services of grid-based ASP(Active Server Page) system are provided to offer a grid ASP service by offering an application program to a server resource promptly when an upper module needs the application program to use the grid ASP service. An application register(151) registers a definition for use, function, installation, option, and specification of an application program to be provided to a grid ASP service. An application authenticator(152) authenticates rights for registering a program and using a virtual resource to an application program provider. An application offering unit(153) inquires and provides the registered application program to the server resource by a request of an upper module(200). An application manager(154) manages a use cycle and version change of the registered application program. A database(155) stores detailed information, provided information, and change information of the application programs.
