PURPOSE: A method of making hollow fiber which is high in penetration for water treatment is provided to increase the seed of penetration by increasing hydrophilicity rates. CONSTITUTION: A method of making hollow fiber which is high in penetration for water treatment comprises the following steps. An akali aqueous solution and hydrophilized poly vinylidene fluoride complex resin are made. The hydrophilized poly vinylidene fluoride complex resin is separated from the akali aqueous solution, washed, neutralized, filtered and dried. After a mixture of poly vynylidene fluoride compex resin is made, a liquid for spraying is made by mixing an inorganic additive, an organic additive and a solution. A spraying solution and an inner coagulant are sprayed through a spinneret to make a hollow fiber. The hollow fiber film is hydrothermal-processed.
