PURPOSE: A system for observing a referential point through precisely applying a global positioning system (GPS) result by the referential point according to a topographic change is provided to accurately stop a shaft when measuring the curvature of the ground surface through a slope detector at a survey vehicle, thereby removing survey errors. CONSTITUTION: A system for observing a referential point through precisely applying a global positioning system (GPS) result by the referential point according to a topographic change an information collector (100) and a referential coordinate transmitter (30). The information collector comprises a GPS receiver (110), a camera (120), a slope detector (130), a running distance identifying unit (180), a control unit (170), an input/output unit (150), and a storage unit (140). The GPS receiver identifies a GPS coordinate for a survey vehicle through communications with an artificial satellite. The camera photographs the periphery of the vehicle, and collects actual images. The slope detector has a supporter, a shaft, a rotator, and a brake. The running distance identifying unit identifies the current moving distance of the vehicle. The referential coordinate transmitter is installed on the ground surface of which the gradient is zero, and transmits a referential signal in response to a received driving signal.
