The present invention relates to a water-soluble cationic-drug delivery system having sustained release behavior in which a drug having a positive charge and a compound containing polyanions form an ion complex. According to the water-soluble cationic-drug delivery system, not only may a drug be effectively locally delivered to a diseased area through the sustained-release mechanism, but the frequency of medication may be significantly reduced. Thus, the hassle of frequent visits to the hospital to treat lesions and the associated medical costs may be significantly reduced.
