A fuel cell having a flow field plate made of a conductive plate material, the plate material comprising at least one of stainless steel, titanium, aluminum, and alloys thereof, the flow field plate having a plurality of flow channels and further comprising an outer metal oxide layer rendering the flow field plate hydrophilic; wherein the metal oxide layer is an embedded layer comprising particles of the metal oxide.
