The system has a cooling tower (10) for delivering the thermal energy to the environment, and a heating system (20), particularly for supplying hot water hot water or for heating of buildings. A storage (30) is operated for storing the heat energy during excess of waste heat. The storage is coupled with the cooling tower and the heating system such that thermal stored heat energy is transferred from the storage to the cooling tower, if cooling is required. The thermal stored heat energy is transferred from the storage to the heating system, if cooling is required. An independent claim is included for a method for waste heat utilization during a cooling of an industrial or power device, particularly an engine test stand.
