The method involves adhering an expansion sleeve (10) in an anchor hole (1), where an anchor shaft (8) is not adhered with the anchor hole. The expansion sleeve is expanded by axial displacement of the anchor shaft with an expansion cone (9) in a longitudinal direction of the expansion sleeve. A mortar layer (12) e.g. synthetic resin mortar layer, with a layer thickness is applied on a perforated wall before application of an anchor (7) in the anchor hole, where the layer thickness is thinner than that of an intermediate space between the anchor shaft and the perforated wall. An independent claim is also included for an arrangement of an expandable anchor.
