The device (1) has an inlet opening (7), an outlet opening (9), a dispensing tube (5) and dosing element (11). The dosing element adjusts size of inlet opening to regulate a flow rate, and velocity of to be dosed substance. The dosing element is covered with film-like material (15). A movably mounted tension element (17) is secured to the film-like material. The tension element is provided to exert force on the film-like material so as to stretch the film-like material.
