The device (10) has a positive temperature coefficient (PTC) heating element (12) including contact layers (16, 18) for providing an electrical supply. The contact layers are cohesively attached to the PTC heating element. Heat conducting films (28, 30) i.e. silicone films, and adhesive layers are arranged between the PTC heating element and heat exchangers (14, 15). Electrical insulating layers (24, 26) are cohesively attached on the contact layers and/or at the heat exchanger. The films and the adhesive layers stay in heat conductive contact with the heat exchangers.
