Producing surface-paper web, preferably copy- or offset paper web, comprises applying starch and pigment particles with a surface application unit on the formed paper web, where the paper web is formed from a fibrous mixture comprising at least 75% de-inked waste paper and at least 10% mechanical pulp, preferably bleached and chemically treated thermomechanical pulp. The paper web has a filler content of 15-25%. An independent claim is also included for a surface sized paper formed from the fibrous mixture containing at least 75% de-inked wastepaper and with the filler content of 15-25%, preferably produced form the above method.
