The device (10) has a rotor (44) comprising an iron portion (37) for interaction by electric motors. Poles (31, 34) are arranged around the rotor whose active surfaces (60, 61) are arranged such that both sides of turning axial centers (64, 65) of the poles are alternately arranged on the iron portion of the rotor. Poles of a stator are made of permanent magnetic material. Distance between the turning axial centers of the poles and a turning axial center (66) of the iron portion is about 2-4 mm.
