The system comprises a preloaded energy storage unit for storing the energy by using a compressed air water container (1). The pre-loaded energy adjoined to a turbine (5) enables the turbine to drive the full load. The short-time operational start-up the controlling of the control energy, short-time electricity output for an external electricity consumer (11) and short-time charging by energy sources (10) of different types is provided. A supply pump (6) is controlled in compressed air water storage plant with integrated circulation hydropower plant.
