The method involves applying oscillating driving force by vibrators (10,12) to a foundation pipe (20). The drilling tool (26) with a drill rod (22) is provided in the pipe to loosen the soil, through the operation of the vibrator. The bias is applied on the pipe and the drill rod during the driving process. The water or air is supplied under high pressure to the interior of the pipe, for reducing the friction between the inside wall and bottom of pipe. An independent claim is included for device for introducing foundation tube into seabed during establishment of offshore wind power plant.
