The system (12) has a lifting device cyclically moving an anvil (18) and/or a horn relative to each other and away from each other. The horn is pivoted with a swiveling device during a time interval around an equalized rotational axis (36) of the anvil such that no relative movement between the anvil and horn takes place. The lifting device and/or swiveling device comprise an eccentric cam, and are formed by a common drive device. A translational movement of the horn and a rotational motion of the anvil are synchronized for a cyclic formation of a work gap. An independent claim is also included for a method for processing continuously supplied material web in a work gap formed between an anvil and a horn.
