The device (10) has current-carrying-phase modules (11, 12) and a neutral module (14) arranged in parallel to each other in a three-dimensional arrangement. A centrally arranged copper rod or copper core and a helically wound copper wire surround a layer of an insulating fabric that surrounds a glass tube i.e. borosilicate glass tube. The insulating fabric is formed by a boric silicate glass fiber fabric, and a load resistor is attached to each phase modules. A housing (40) is made of a radiation-transmissive material e.g. wood and oiled multi-layer plate.
