The heating device (2) has an electrical function layer (10) that is located on a carrier (30). Several electric conductors are connected with the electrical function layer to provide current to a heating portion. Multiple through-holes (32) are provided in the carrier. A heating region is provided between two electrical function paths. The electrical function layer is provided with bus bars having different polarities. The bus bars are extended around the through-holes for surrounding the through-holes. An independent claim is included for a vehicle seat.
