Vinyl chloride resin paste composition comprises (in parts by weight): an anionic surfactant (0.2-2), a cationic surfactant (0.005-0.05), a polymerization initiator (0.01-1), and inoculum (1-10), based on a vinyl chloride monomer (100). An independent claim is also included for producing vinyl chloride resin paste with improved polymerization heat control, comprising subjecting the vinyl chloride resin paste composition to inoculation emulsion polymerization in a polymerization reactor equipped with a reflux condenser to produce a vinyl chloride resin, spray drying the vinyl chloride resin to obtain vinyl chloride resin paste, where an anionic surfactant of the vinyl chloride resin paste composition is added in the first step before adding vinyl chloride monomer in the preparation of the vinyl chloride resin to the polymerization reactor, and a cationic surfactant of the vinyl chloride resin paste composition is added in the first step before adding vinyl chloride monomer to the polymerization reactor, when a polymerization conversion rate is = 30% during production of the vinyl chloride resin.
