The device has non-contact displacement sensor (3) which outputs displacement measuring signal for measuring displacement of turbine blade (2) in rotating axis direction. An identification unit (4) outputs a blade head position identification signal for identifying blade head position, when displacement measuring signal output from sensor is received. A blade vibration calculating unit (5) calculates amplitude and frequency of blade vibration based on temporal changes in distance between sensor and blade head position, when blade head position identification signal is received.
