The system has electronic control unit (50) to obtain information of internal temperature of actuator (10). The electronic control unit obtains temperature information of outside temperature of engine. The wait time setting section determines waiting time from end of motor operating control up to the time when internal temperature of actuator is lower than threshold value, based on obtained temperature information. A start control section starts the operation of write control section, if determined waiting time is elapsed.
