The device has a large-drainage bag including a layer of soil (4), a vegetable roll (6) incorporating flower seeds and another layer of soil. A hydrophilic shell is filled with low mineral aggregates such as pumice stones (2), for allowing the bag to be flattened in a horizontal position. The layers of soil are mixed with powder or granules-type absorbent powder (5) to maintain humidity of the soil and promote the development of a plant. The vegetable roll includes a sheet of paper sprayed with adhesive substance on its lower surface for pasting the flower seeds.
