The device has an eccentric sleeve (11) comprising a body (64), which is traversed by two bores (56, 58) and delimited by two inner tubular surfaces (60, 62). Longitudinal axes (18, 20) of the respective bores lie in parallel, and are spaced apart by predetermined distance. An intermediate pipe (10) includes a longitudinal chamber (21) opened on distal ends (52) that are arranged opposite to each other. The intermediate pipe is mounted in a fluid-tight seal with its one of the distal ends on one of the inner tubular surfaces of the eccentric sleeve.
