The device (1) has a soft brush for washing an upper surface (3) of a photovoltaic panel by rubbing. A driving unit i.e. electrical motor, drives the brush such that the brush is rotated about a predetermined axis. A maintaining unit maintains the brush at a predetermined distance i.e. washing distance, from the surface of the panel for washing purposes, where the distance is provided such that the brush rubs the surface of the panel by applying predetermined pressure.
