The device has a hard chincup portion (10) encasing a housing opening to exterior by a passage (8) that is occluded by a trap door (11) moved between a closed position right to the passage and an open position withdrawn from the passage. A container is located in a housing and linked to the door and the portion or to a fixed support rigidly connected with the portion by a linking unit formed of a hinge and connecting rod. The linking unit is shaped for placing the container in positions remote from and close to the passage when the door is in the closed and open positions, respectively. An independent claim is also included for a car.
