The device has pairs of hinge zones (100, 200) for mounting a bumper on a mechanical part (13) of a vehicle i.e. car, where the hinge zones are arranged to provide a degree of freedom according to a rotational movement of the bumper with respect to the mechanical part of the car along an axis (202) transverse and horizontal between a low position and a high pre-disposition operating position. The hinge zones are arranged to permit movement of the bumper with respect to the mechanical part of the car according to an additional degree of freedom.
