The device has a nacelle (2) mounted on a mast. Lower elements (11, 14) and upper elements (12, 15) of the rotary ring form a non-zero angle (alpha) with a main rotation axis (7) of the mast. An azimuth angle of the rotary ring is equal to zero. The rotary ring is azimuthally arranged between the nacelle and an upper end of the mast. Shaping elements are arranged along the mast. The mast is carried by a floating support. A bevel gearbox is provided in the nacelle to place an energy recovery unit of blades of a windmill in the mast. An independent claim is also included for a wind mill.
