The device has three attachment points provided at a lower part of a cylindrical column (1) at 120 degrees in a horizontal plane. A conical element (9) is provided in center of a base (3) for supporting the column by a ball joint (4) or a cardan joint. Hydraulic pumps (6) are fixed to the column and the base with medium or high pressure through the ball joint or cardan joint that is located at fasteners (5, 10). The pumps are provided with springs (11) to ensure return of the column in a vertical position. Pipes (12) connect the pumps to a room located on ground.
