The device (502) has a reel (504) through which a ribbon (506) is moved from a wound position to an unwound position by pulling the ribbon in a deployment direction (D). The ribbon includes an anchoring hook (508) secured to an end of the ribbon. The anchoring hook attaches the end of the ribbon to a pallet on which cartons to be packaged are placed, where the end of the ribbon is the end of the ribbon that is unwound during movement of the ribbon from the wound position to the unwound position. The ribbon is stretchable to about 20 percent of its width in a stretching direction (E). An independent claim is also included for a method for packing palletized goods.
