The device has a driven pinion (13) rotationally fixed to a belt pulley or a pinion (7) of a chain (11). A driving pinion (6) is integrally rotated with a secondary shaft of a gearbox, a crankshaft (1) or a rotor of an electric motor about an axis (A). A fixing unit is mounted on bearings arranged inside a hollow shaft (10). A fixed shaft (17) of smaller diameter is formed independent of rotation speed of the hollow shaft of larger diameter. A balancing shaft (2) is not located between the crankshaft and the hollow shaft. A brake clamp is fixed on an oscillating arm.
