The beacon has a surface buoy (1) that is designed to be inflated, and a rope (2) that is fixed by one of its ends at the buoy. A ballast (3) that is fixed at another end of the rope. The buoy is formed of a water-tight flexible tubular element and is sealed with gas in a watertight manner in an upper end. The ballast is flexible and forms a tubular application envelope that is ready to contain the buoy. The rope is rolled up around the buoy. A fastener system ensures maintenance of the ballast in tubular confrontation around the buoy and the rope.
