Use of a hypoxia-inducible factor-1-alpha activator for topical application on skin to enhance adipocyte mass, is claimed. Independent claims are included for: (1) the hypoxia-inducible factor-1-alpha activator; (2) cosmetic composition comprising the hypoxia-inducible factor-1-alpha activator; and (3) composition comprising L-ornithine and its salts and esters encapsulated in liposomes, niosomes, ethosomes, ionosomes, lamellar systems, nanosomes, nanospheres, micro-or nano-particles of non-natural polymers or macro-, micro- or nano-capsules.
