The device (SE) has a receiving structure (SA) intended to be placed on a base (AS) of a vehicle seat (SV) and coupled to a strap (SC) of a safety belt of the seat. The structure includes a blocking unit (MB) arranged when the strap is placed between rollers (G1, G2), to authorize rotation of one of the rollers and the strap is subjected to a force specific to rolling so as to allow rolling, and to prevent rotation of the roller when the strap is subjected to a force specific for unrolling so as to prevent the unrolling.
