The material contains cereal straw wool coated with 100 percent of binding agent with vegetable origin. Weight of the material comprises 8 to 50 percent of binding agent. 100 percent of plant origin is composed of lignin, potato starch or mixture of lignin and potato starch. Lime is used in a composition of potato starch or the binding agent or detriment of lignin. Independent claims are also included for the following: (1) a method for preparing a thermal and acoustic material (2) a method for processing a thermal and acoustic material (3) a method for producing an insulating panel.
