PROBLEM TO BE SOLVED: To provide an underground penetration method for a steel member in which the steel member can be made to easily penetrate into the ground through simple facilities.;SOLUTION: A steel member 11 has an axis in a vertical direction, and has a part in a closed shape in a horizontal cross section. Namely, a steel pipe 11b is joined to the steel plate member 11a in one body. While air bubbles formed by foaming a surface active agent are pressed in the steel pipe from above to be ejected into the soil nearby a lower end of the steel member, the steel member is made to penetrate into the ground.
