PROBLEM TO BE SOLVED: To issue a membership card corresponding to the member registration requirements of a store.SOLUTION: The management device stores a use propriety state indicating the use propriety of a right of a user to use in a facility where a service is provided by a service provider using a service providing device. A management device updates the use propriety state to an unusable state when receiving a use request of the right from a terminal device, and transmits the use request to the terminal device. A management device permits the use of the right by the user, by updating the use propriety state to a usable state when receiving sufficiency notification that a user making the use request of the right satisfies the use requirements of the right on the transmitted use request from the terminal device.
